Ryohei Tomita's "Springen - Kizuna no Wa" is on display here.
This piece was installed to celebrate the 75th anniversary of Arakawa Ward.
The large circle of running water and large number of dolphins playing together in groups represent the "kizuna" (bonds) and "wa" (harmony) of Arakawa Ward residents, continually expanding and growing.
