The shrine was built in Jinki 1 (724) under the orders of Emperor Shōmu and was donated by Minamoto Yoritomo, who prayed during the Ōshū Conquest which resulted in victory. It has been said that the Kamakura Shogun also prayed during the Mongol Invasions. Within the precincts of the shrine are monuments inscribed with poems by Kameda Bōsai as well as the Tales of Ise. It has been said that near the precincts of the shrine was the Ishihama Castle, historically related to Ōta Dōkan who built the Edo Castle during the Muromachi Period.
